As a result, the Department of City Planning has added a fifth functional category, one devoted to the Blue Network. Progress has also been made in the condi-tions of the waterways themselves. The New York Department of State has awarded more than $55 million to the City to support the implementation of many of the initiatives of the 1992 Comprehensive Wa-terfront Plan. In addition to the revisions to the WRP, much has been accomplished in all four of the functional categories identified in the 1992 plan, and achievements in these categories are de-tailed below. When a proposed project in the coastal zone requires a local, state, or fed-eral discretionary action, a determination of the projects consistency with the policies and intent of the WRP must be made before the project can move forward.
